DFS-2 (2023, Dakar): Ambition scaled under PIDA PAP2: a 69-project, US$160bn pipeline; US$65bn of investment interest; corridor approach adopted and the Dakar Declaration aligning partners.

The second summit scaled up ambition under PIDA PAP 2, a portfolio of 69 projects valued at US$160 billion. DFS-2 introduced the integrated corridor approach, ensuring projects in energy, transport, ICT, and water reinforced one another to maximize impact.

Its outcomes were significant: US$65 billion of investment interest mobilized, 915 participants from 70 countries, and the Dakar Declaration on Synergies of Action, which committed partners to better alignment.

Equally important, DFS-2 gave rise to a structured post-summit action plan [Link 2]. This plan focused on tracking investment pledges, expanding the use of the SDM, extending the PIDA Quality Label, and operationalizing the Dakar Declaration as a framework for coordinated support. These measures ensured that the commitments made in Dakar translated into sustained follow-up and tangible progress.
