Leaders Dialogue: For an Integrated, Connected, and Prosperous Africa: Mobilizing Coordinated Political Will to Finance Infrastructure and Intra-African Trade
General Debate of Heads of State and Government:
In pursuit of an integrated, connected, and prosperous Africa, this General Debate will offer Heads of State and Government a platform to affirm their collective commitment to infrastructure development and the deepening of intra-African trade. The session will underscore that coordinated political will is the decisive key to unlocking the financial resources and policy coherence required to accelerate the African Continental Free Trade Area (AfCFTA) and enhance continental connectivity.
Through their high-level declarations, leaders will set the strategic direction of the Summit, charting a clear course that transforms shared aspirations into tangible action. Their statements will send a strong political signal to Africa’s citizens and to the international investment community, that the continent stands united and resolute in mobilising the means necessary to build the infrastructure and trade systems that underpin lasting and shared prosperity.
Statements by the African and Global Financing Community:Following the General Debate of Heads of State and Government, this segment will give voice to the African and global financing community, development finance institutions, multilateral development banks, sovereign wealth and pension funds, and private investors, to respond to the political declarations. Their interventions will highlight the instruments, partnerships, and innovations needed to turn political will into bankable projects and tangible
outcomes.As they speak at the highest level, the financing community will signal its readiness to align with Africa’s priorities, accelerate the AfCFTA, and invest in the cross-border infrastructure that underpins continental integration and shared prosperity.

Presidential Infrastructure Champions Initiative (PICI) Roundtable: Championing continental infrastructure development to foster regional integration
The main obstacles to Africa's economic potential and a single integrated market are a lack of interconnected, cross-border infrastructure. this session will address this by reviewing the progress of Presidential Infrastructure Champions Initiative (PICI) projects, identifying where funding and implementation are lacking, and reaffirming the political support needed to finish these projects. The goal is to create a roadmap to scale up the PICI model, secure new partnerships, and speed up the completion of these multi-country projects, which will help to create more regional integration and shared prosperity in Africa.

The session aims to position Africa's airspace as a key investment opportunity. The focus is on using the Single African Air Transport Market (SAATM) to create a unified and open airspace, which will significantly boost trade and tourism. The session will gather airline leaders, policymakers, financiers, and regulators to address funding challenges and policy gaps. They will also identify potential investment areas, such as airport upgrades, air traffic systems, and technology, using public -private partnerships (PPPs) and new financing models. The ultimate goal is to create a clear plan to speed up the SAATM and unlock Africa's full aviation potential.

The session aims to spotlight trade-related infrastructure projects vital to unlocking the Lobito Corridor’s economic and integration potential, with a focus on commercially viable initiatives capable of attracting private investment and driving sustainable industrial growth in Angola, Zambia, and the DRC. By engaging African Union representatives, subject-matter experts, and private sector leaders, the discussion will address both hard infrastructure such as logistics hubs, ports, and rail systems, as well as enabling mechanisms including public-private partnerships, regulatory modernization, and blended finance. The goal is to demonstrate the Corridor’s position as a compelling destination for investors, development finance institutions, and project developers.
Medium Plenary 1High-level panel session on leveraging frontier technologies to improve transport
Technologies and innovation continue to be the cornerstone of transport optimization. SDG 17.8 promotes the development of science, technology, and innovation capacity-building mechanisms, and SDG 17.16, aiming to strengthen global partnership for sustainable development. Transport digitalisation agenda of the United Nations Economic Commission for Africa (ECA) seeks among other things, to work with member States and corridor management institutions to harness innovative technology to improve the efficiency of regional transport corridors. The objective of the session is to stimulate the use of digital technologies to scale up transport efficiency. The meeting will also show case the ECA’s Africa Regional Transport Corridor Management System (ARTCOMS) and a similar tool of the UNIDO (United Nations Industrial Development Organization).

It will address key challenges and opportunities around regional interconnectors, generation capacity, and market harmonization. The discussion will focus on project preparation, blended finance tools, and regulatory enablers to unlock long-term investment at scale for AfSEM-aligned infrastructure.

Africa’s industrialisation is hindered by low value-add, commodity dependence, and financing gaps. Ministers, DFIs, and investors will share strategies and commit to partnerships for priority projects. Outcomes include reaffirming PAIDA’s role, identifying instruments, securing commitments, and launching a PAIDA Investment Dialogue Platform.
