Leaders Dialogue: For an Integrated, Connected, and Prosperous Africa: Mobilizing Coordinated Political Will to Finance Infrastructure and Intra-African Trade
General Debate of Heads of State and Government
In pursuit of an integrated, connected, and prosperous Africa, this General Debate will offer Heads of State and Government a platform to affirm their collective commitment to infrastructure development and the deepening of intra-African trade. The session will underscore that coordinated political will is the decisive key to unlocking the financial resources and policy coherence required to accelerate the African Continental Free Trade Area (AfCFTA) and enhance continental connectivity.
Through their high-level declarations, leaders will set the strategic direction of the Summit, charting a clear course that transforms shared aspirations into tangible action. Their statements will send a strong political signal to Africa’s citizens and to the international investment community, that the continent stands united and resolute in mobilizing the means necessary to build the infrastructure and trade systems that underpin lasting and shared prosperity.
Statements by the African and Global Financing Community
Following the General Debate of Heads of State and Government, this segment will give voice to the African and global financing community, development finance institutions, multilateral development banks, sovereign wealth and pension funds, and private investors, to respond to the political declarations. Their interventions will highlight the instruments, partnerships, and innovations needed to turn political will into bankable projects and tangible outcomes.
As they speak at the highest level, the financing community will signal its readiness to align with Africa’s priorities, accelerate the AfCFTA, and invest in the cross-border infrastructure that underpins continental integration and shared prosperity.

Engineering Africa’s Future: Strengthening Cross-Border EPC Cooperation
The Intra-African EPC Contract Promotion Initiative, led by Afreximbank, aims to boost African contractors’ participation in major infrastructure projects by enhancing capacity, financing access, and market visibility. Responding to Africa’s US$90 billion annual infrastructure gap, the initiative promotes awarding EPC contracts to African firms and supports them through an online EPC Platform. At the Luanda Financing Summit, Afreximbank will present key findings, demonstrate the EPC Platform, and host a high-level dialogue connecting contractors, governments, and financiers to advance cross-border opportunities and sustainable infrastructure development.

The focus is on using the Single African Air Transport Market (SAATM) to create a unified and open airspace, which will significantly boost trade and tourism. High-level panel session on leveraging frontier technologies to improve transport
Technologies and innovation continue to be the cornerstone of transport optimization. SDG 17.8 promotes the development of science, technology, and innovation capacity-building mechanisms, and SDG 17.16, aiming to strengthen global partnership for sustainable development. Transport digitalisation agenda of the United Nations Economic Commission for Africa (ECA) seeks among other things, to work with member States and corridor management institutions to harness innovative technology to improve the efficiency of regional transport corridors. The objective of the session is to stimulate the use of digital technologies to scale up transport efficiency. The meeting will also show case the ECA’s Africa Regional Transport Corridor Management System (ARTCOMS) and a similar tool of the (United Nations Industrial Development Organization) UNIDO.

Roundtable on Green Economic Development Corridors: Showcasing the Central Corridor experience with CCTTFA
The Session will present how AUDA-NEPAD, CCTTFA, and GIZ are transforming the Central Corridor into a Green Economic Development Corridor (GEDC) through the Green Infrastructure Corridors for Intra-African Trade initiative. Aligning Global and Regional Partnerships towards Integrated and Sustainable Corridor Development in Africa
Africa’s development corridors are central to integration, trade, and industrialisation. They connect countries, link energy and digital systems, and serve as the backbone for implementing the AfCFTA. In line with Agenda 2063 and the Continental Master Plan for Infrastructure, the Programme for Infrastructure Development in Africa (PIDA) has prioritised over 40 corridor projects under PIDA PAP 2. Over the past decade, Africa has made notable progress in modernising strategic corridors with new roads, railways, bridges, and ports, expanding energy interconnections and renewables, and improving digital and urban mobility systems. At the same time, international partners are scaling up investments focused on corridors. The EU’s Global Gateway (€150 billion), China’s Belt and Road Initiative, Japan’s TICAD frameworks, India’s Asia–Africa Growth Corridor, and the US-led Partnership for Global Infrastructure and Investment all identify Africa’s trade and transport corridors as strategic nodes
This High-Level Session will provide a platform to strengthen synergies between Africa’s continental agenda and global partners, mobilise innovative financing, and showcase practical pathways for delivering integrated, sustainable, and inclusive corridors.
